Funding Opportunities DHS funding opportunities The Department of Homeland Security distributes grant funds to enhance the ability of regional authorities to prepare, prevent and respond to terrorist attacks and other disasters.
The government began to send help to areas crippled by storms, floods, earthquakes, and other types of natural disasters on a case by case basis. In the years between and , a lot changed. A number of federal agencies aimed at helping communities and individuals were established, each having a different mission. For example, in the s, various agencies were granted authority to issue reconstruction loans to communities after disasters.
The U. Army Corps of Engineers was charged with developing projects to control floods. The idea that the government should be involved in the problem of natural disasters was growing. It took several destructive natural disasters, however, for government disaster aid to really take shape. In , the Ash Wednesday Storm battered the East Coast for three days, causing immense property damage.
In , parts of Alaska suffered major destruction when a 9. In and , communities along the Gulf Coast were devastated by hurricanes Betsy and Camille, respectively. Disasters, such as these, not only caused widespread damage to property, they also killed or injured many people.
The need for coordinated federal relief for disaster victims was becoming increasingly obvious. Finally, in , President Carter established FEMA, which absorbed many of the other agencies that had previously been involved with disaster relief.
Today, FEMA deals with much more than natural disasters. Upon completion of work, the Applicant coordinates with the Recipient to formally close projects. The Applicant must retain records of all project-related documentation. Internal Revenue Service IRS that was in effect as of the declaration date and granted tax exemption under sections c , d or e of the Internal Revenue Code; or Documentation from the state substantiating it is a non-revenue producing, non-profit entity organized or doing business under state law The Four Basic Components of Eligibility An Applicant must be a state, territory, tribe, local government or private non-profit organization.
A Facility must be a building, public works, system, equipment or natural feature. Work is categorized as either Emergency or Permanent. It must be required as a result of the declared incident, located within the designated disaster area and the legal responsibility of the Applicant. Cost is the funding tied directly to eligible work, and must be adequately documented, authorized, necessary and reasonable. Eligible costs include labor, equipment, materials, contract work, as well as direct and indirect administrative costs.
